The Tulare Joint Union High School District Board of Trustees intends to provide English learners with challenging curriculum and instruction that develops proficiency in English as rapidly and effectively as possible while facilitating student achievement in the district’s regular course of study.
Mission for English Learners
The mission of Tulare Joint Union High School District is to provide students equal access to a quality educational program that will increase their English language acquisition in a safe and nurturing environment to prepare them to be fully functioning members of society.

All English language learners will improve their English language acquisition and achievement. This means that English language learners will have equal access to the curriculum and instruction provided to all students and will graduate college and career ready.

To ensure that limited-English-proficient (LEP) students, including immigrant students, attain English proficiency and meet the same challenging academic content and achievement standards that other students are expected to meet.

District English Learner Advisory Committee (DELAC)
Responsibilities
- The DELAC, or subcommittee on English learner education, shall advise the district’s local governing board on program and services for English learners.
- The DELAC shall be responsible for advising the district’s local governing board on the following tasks:
- Development or revision of a district master plan of education programs and services for English learners, taking into consideration the Single Plan for Student Achievement.
- Conducting a district-wide needs assessment on a school-by-school basis.
- Establishment of district programs, goals, and objectives for programs and services for English learners (e.g., parental exception waivers and funding).
- Administration of the annual language census (e.g., procedures and forms).
- Review and comment on the district’s reclassification procedures.
- Review and comment on the written notifications required to be sent to parents and guardians.
Composition Requirements
- Parents or guardians of English learners not employed by the district must constitute a majority membership (51 percent or more) of the committee.
- School districts receiving state funds are required to establish a district advisory committee (DAC). This committee also serves as one of the parent advisory committees for the LCFF/LCAP.
Requirements
Each California Public school district, grades kindergarten through 12, with 51 or more English learners must form a District-level English Advisory Committee (DELAC) or subcommittee of an existing district-wide advisory committee.
English Language Proficiency Assessments for California (ELPAC)
The ELPAC is the test that is used to measure how well students in kindergarten through twelfth grade understand English when it is not their primary language. The ELPAC is taking the place of the California English Language Development Test (CELDT). Information from the results of the ELPAC helps your child’s teacher provide support in the appropriate academic areas.
